Workshop for the 2026–2030 Strategic Plan: Toward a Modern, Innovative, and Europe‑Integrated University

The University of Prishtina, as the country’s leading public higher education institution and a driver of academic, scientific, and social development, organized a special workshop to plan the drafting of its 2026–2030 Strategic Plan.

This workshop represents an important step in building a shared vision for the university, with the goal of advancing quality, increasing competitiveness, and fully integrating the University of Prishtina into the European higher education and research community.

Held on April 3, 2026, at the Modelarium in the Faculty of Architecture, the workshop brought together central management, deans, heads of divisions and departments, students, and institutional partners. The aim was to outline specific activities and set performance indicators in line with the university’s strategic goals.

The process was guided by inclusion, transparency, and evidence‑based decision‑making, reflecting the university’s commitment to sustainable, results‑oriented growth.

The workshop opened with remarks from senior university leaders and strategic partners, who highlighted the importance of the 2026–2030 Strategic Plan as a roadmap for the long‑term development of the University of Prishtina.

Prof. Arben Hajrullahu, Rector of the University of Prishtina, said in his opening address: “The 2026–2030 Strategic Plan marks a key moment in the University of Prishtina’s progress. This document is not just a planning tool, it is a clear statement of our ambition to build a modern university, integrated into Europe’s education and research space, where quality, innovation, and social impact are at the core of everything we do.”

Mr. Aqim Emurli, Head of the SHER Project, which supports the university in this planning process, shared: “The ‘Sustainable Higher Education and Research in Kosovo’ (SHER) program aims to help build a sustainable, evidence‑based, needs‑driven, and gender‑sensitive higher education and research sector in Kosovo, fully aligned with the European Higher Education Area, the European Research Area, and the Sustainable Development Goals. The University of Prishtina’s Strategic Plan is a practical step toward putting these principles into action through institutional change.”

Prof. Mimoza Ibrani, Head of the Working Group and member of the University Steering Council, commented: “The teamwork was an excellent example of cooperation across the university, with everyone contributing their expertise and experience to create a strategic plan that is inclusive, evidence‑based, and responds to the real development needs of our institution.”

Assoc. Prof. Majlinda Gjelaj, Vice‑Rector for Institutional Development, Quality, and Student Affairs, who led the workshop, stated: “Through this plan, we aim to build a lasting culture of quality and continuous improvement, keeping students and institutional performance at the heart of every decision.”

During the working sessions, participants actively shared their views and feedback on the content and direction of the 2026–2030 Strategic Plan. Discussions were constructive and collaborative, stressing the importance of strengthening a culture of quality, improving dialogue between academic units and management, and meaningfully involving students in decision‑making.

The workshop highlighted the value of cooperation between academic units and central management in developing innovative and practical ideas. It also emphasized the key role of students in decision‑making as a move toward a more democratic and inclusive university.

The plan focuses on raising academic quality, improving the student experience, boosting research and innovation, expanding international partnerships, strengthening institutional governance, and advancing digital transformation.
