At a meeting between the leadership of the University of Prishtina (UP) and the Minister of Education and Science, Hajrulla Çeku, all matters that move the University of Prishtina and Kosovar society forward were discussed.
The meeting highlighted the need for coordination among institutions regarding new faculties that may be created, the possible restructuring of the Faculty of Medicine, and the return of the Midwifery Program to that faculty. It was noted that practical experience shows smaller, more compact academic units are more successful and easier to manage.
Another important topic of the meeting was the issue of UP’s properties, which in some cases are being encroached upon by various usurpers. Participants also stressed the importance of overcoming past divisions by bringing all higher education institutions together under Kosovo’s institutional framework.
The discussion also focused on strengthening UP’s centers and institutes so they can generate more income by offering their expertise, especially to public institutions. Serious concern was expressed about UP’s very small budget, which currently only allows for survival, not development. Minister Çeku said the university’s budget should be reconsidered together with UP’s leadership and central institutions.
The Minister was given the Senate’s decision from February 20, 2026, which sets aside study quotas of 1% at UP for the Arbëreshë in Italy, the Arbanas of Croatia, and Albanians in Turkey, and 2% for the diaspora with origins in Kosovo. These quotas require approval from the Ministry of Education. Mr. Çeku promised to start the process to change the relevant administrative instruction so these quotas can be put in place.
The head of the Ministry of Education, Science, Technology and Innovation, along with his advisor Arta Berisha, was welcomed by Rector Prof. Arben Hajrullahu; Steering Council Chair Altin Sahiti; Vice-Rectors Albana Berisha-Qehaja, Rozafa Basha, Majlinda Gjelaj, and Adem Beha; and Acting General Secretary of UP, Safet Thaçi.
Minister Çeku had also visited UP back in November 2024, when he was serving as Minister of Culture, Youth, and Sports.
